Uppsala University has an RFC compliant implementation for 2.4 and 2.6 kernels, as well as ns2. It looks like its under active development. The last release 0.95 was on 07/2007.

NIST has an RFC compliant implementation as well. Its older and only for 2.4 kernels. But they have a 10K foot AODV overview that clears things up nicely.
